It should not affect current operation but brings Emacs' behavior for synthesized Lisp events containing an "up-" modifier in line with the current behavior of "down-" events. Such events are not produced by Emacs itself; no change in behavior for existing code is expected. I have code that might eventually make it into ELPA that benefits from these changes.
