is cvs down?

subversions.gnu.org seems to be down for the last day or so or have I
missed a change of site somehow?

I am able to access CVS through anoncvs through SSH. I tried it just now
(14.00 Indian Standard time/+5.30 GMT)
Using: cvs -z3 -d:ext:anoncvs@savannah.gnu.org:/cvsroot/emacs

No go, I think its the same ip anyway, but in any case it did not
work at all.
