What I did is:

git clone -b master git://git.sv.gnu.org/emacs.git
cd emacs
make install

(autogen.sh is automatically launched etc.)

and I get a:

In toplevel form:
cedet/semantic/bovine/make.el:31:1:Error: Cannot open load file: No such file or directory, semantic/bovine/make-by
make[3]: *** [cedet/semantic/bovine/make.elc] Error 1
make[2]: *** [compile-main] Error 2
make[1]: *** [lisp] Error 2
make: *** [install] Error 2

I'm on macOS 10.13, freshly installed.
