This function only reports what the system tells it. Since the OS is
not Free, we can only speculate about what is going wrong, but
w32-shell-execute does seem to be doing everything according to the
documented system interfaces.

indeed, removing
HKEY_CLASSES_ROOT\http\shell\open\ddeexec\
HKEY_CLASSES_ROOT\https\shell\open\ddeexec\
solved the problem.
