Subject: Top level make on w32 must be run from the nt subdir

In INSTALL.CVS I think it should be pointed out that the "top level make"
should be run from the nt subdir on w32.

Before "the rest of the procedures is applicable to those system as well" I
suggest that something like

"The top level "make" commands on MS Windows must be run from the nt
subdirectory."

BTW is there not missing a note about "make info" in INSTALL.CVS too? Is
this not needed to build Info?
