On debian I do M-x man splat and I see lots of urls, but they don't
light-up when the mouse goes over them so I can visit them with the
middle mouse button, even though they are underlined. Yes, they've
been underlined from before URLs were born I know.

I think ffap.el can do this for you.

I think he wanted it to work out-of-the-box, but this should do it
also:
