If the *vc-log* buffer that exists corresponds to a different set of files than the ones being committed now, then the old contents should be replaced, even if the buffer is not empty. Or if the buffer contains just the header template (log-edit-empty-buffer-p), then the contents should always be replaced, in case a proper log is available now.
