c-submit-bug-report seems not to work right from 23.2 to 24.3 inclusive.

emacs -Q -f c-mode
M-x c-submit-bug-report RET
y
test RET

This gives a mail buffer in which the "current state" section is empty.
Instead all the variables that should be in there are in a huge
X-Reporter-Void-Vars-Found header (which looks incorrectly formatted).
