I wrote a customized make-backup-file-name-function and found that it
wasn't being called. I think the v21 changes to support backup-dir
functionality introduced this problem. Here's a diff of files.el that
I think fixes it:

The problem was that make-backup-file-name-1 was called directly which
bypasses the check for a customized make-backup-file-name-function.
