I think I am looking at the latest code of arc-mode.el.
I have corrected a bug of the function archive-lzh-summarize in there.
Before the fix it was unable to handle the LZH level 2 header, which
is frequently used by most of LZH archive software.

I will attach the current file and my modification together.
