Those states are impossible (?) to determine without contacting the
server. Presumably such inaccuracies are the price people who use
stay-local are willing to accept.

It sounds like you want vc-dir to ignore vc-stay-local, which I would
suggest is something that needs documenting. Or introduce a
vc-dir-stay-local, default nil?

I'm only trying to fix bugs. In this case, #1046. If no-one comments,
I do what I think is right. Now you have commented, it can be fixed.
