I have no idea what all the reasons for these changes I noticed in either 23.1 or 23.1.92 are. But here is a users opinion on them. When you have people using emacs the new versions shouldn't change anything. They are setup to do a job and need to continue on without spending a day figuring out what new items to disable. Many people are setup by someone else and they don't have a clue as to how to fix it. So their setup person has to spend time with them to sort it out.
