Works for me:
rm -rf /tmp/foo
mkdir /tmp/foo
HOME=/tmp/foo emacs-24.5
M-x list-packages RET
install "coffee-mode" as a random example
C-x C-c
HOME=/tmp/foo emacs-24.5 1.coffee
-> buffer is in Coffee mode
