The :help strings of menu entries seem not to be echoed in the echo area
under GNU Emacs 21.2.1 (i386-msvc-nt4.0.1381) as described in the
documentation. Only :help strings from the modeline are echoed.

Thnk you for the report.
Older versions of Windows (NT4 and W95) do not tell us when the mouse
is over a menu item, so help echo does not get displayed.
I will add something to PROBLEMS about this.
