I was feeling pretty bad when line 2 didn't work:
while read a; do :; done < /dev/null
< /dev/null while read a; do :; done
while < /dev/null read a; do :; done
cat /dev/null|while read a; do :; done
however it is certainly my conceptual problem, not bash's.
