That's because ?ß has no upper case, so lowercasep in src/buffer.h
return 0.
(Actually in Unicode, ?ß does have a capital variant, ?ẞ, but while
lowercasing ?ẞ maps to ?ß, uppercasing ?ß actually maps to "SS".)
