In menu-bar-mode Options > Set Default Font,
choose font size 16... save.
Now do it again.
It should have remembered our previous choice, 16.
I am not talking about saving anything to disk. Nor do I want to.
I am just talking about remembering something from something we just
adjusted.

Please report this to the developers of the toolkit you are using, as
that's the software that pops up the font selection dialog.

In GNU Emacs 26.3 (build 2, x86_64-pc-linux-gnu, GTK+ Version 3.24.11)

So you are using GTK+, and it's the GTK font selection dialog that
decides which font is the "current" one. Emacs has no control of
that, AFAIK.
