As documented: buffer-offer-save is consulted "on exit" i.e. by
`save-buffers-kill-emacs' and `save-some-buffers'.
The Elisp manual should be updated to also mention `save-buffers-kill-terminal',
since most users exit Emacs via `C-x C-c'.
