is outdated and should be removed.
(There is now https://savannah.gnu.org/git/?group=emacs)
I ran into the old page following a link at
http://www.gnu.org/software/emacs/
I expect this link should be updated, too.

The pages come from
<http://web.cvs.savannah.gnu.org/viewvc/emacs/?root=emacs>, so all
members of the emacs project can do it.

It's automatically generated. You'd have to open a Savannah support
request to see if it can be hidden, without removing the actual bzr
repo (which IMO would be a bad idea).

Actually, perhaps a project admin can hide it via the Savannah
web management interface, I don't know.
(BTW, ~ 50% of our Savannah project admins aren't involved with Emacs
development any more.)
