Some recent change made Emacs ignore "empty" face settings:

   src/emacs -Q lisp/minibuffer.el
   M-x customize-face RET RET
   click on the "Inherit" button so as to disable inheritance: the result
   should be a face that does not specify any particular appearance.
   Middle click "State => Set for current session"
   and notice that the color is still the same.
