Hmmm... so Tramp does not interpret `non-essential' in the same way as I do (and the way I documented in the docstring). E.g. when using icomplete (which should set non-essential for the same reason as ido, IIUC), I wouldn't want Tramp to try to connect to the host just because I've started typing "/ssh:host:something".
