What problem do you have with that?! diff.el compares files - any files. It also compares a buffer and a file - any buffer, any file. diff.el does not depend on using any vc system. Numeric calculations are used by the calendar, but calc.el is not placed in the calendar directory. Last I checked, diff compares usually two versions of the same document. The fact that it does not rely on any specific version-control tool makes no difference in this respect: manual version control is still version control.
