Well as many of the man pages are the same names as shell commands, why not just use the same completion as shell-command and shell-command-on-region use? Yes, I tried to emulate `man' that doesn't support the -k switch (using a non-existent switch), and it fails gracefully by not providing completions, i.e. the same behavior as was in Emacs 23.1.
