Bug 1718 can be closed.

Fix:

(proced-children-alist): PPID must refer to a process in
process-alist. Ignore PPIDs that equal PID.
(proced-filter-parents): PPID must refer to a process in
process-alist.  Ignore PPIDs that equal PID.
