That's a fair argument, too.

I suppose that if we changed pop-to-buffer-same-window to behave like I 
suggested, it might be more "regular" as well, but more of a breaking 
change.

In the meantime, people who would like that behavior across the board 
can add this to their init file:

   (setq display-buffer--same-window-action
         '((display-buffer-reuse-window
            display-buffer-same-window)
           (inhibit-same-window . nil)))
