Create a file /tmp/signal.el containing (user-error "foo")
Create a file /tmp/load.el containing (load "/tmp/signal.el")

Byte-compile the two files:
emacs -q -batch -f batch-byte-compile /tmp/load.el /tmp/signal.el

Now run
emacs -q -l /tmp/load.elc
