I don't understand `display-buffer--special-action'.  If you
send me a recipe of what you would like tried, I will follow it
and let you know what I see.

I provided a simple recipe from -Q to repro the problem, so
you too could follow your recipe.  I will be glad to do so as
well in my environment (MS Windows 7, and Cygwin installed),
in case the platform makes a difference.
