Subject: C-h C-t should show the TODO

Dear folks at g.e.bug

(I was impressed by the debian's organization of 'project-help wanted'
page..  http://www.debian.org/devel/wnpp/ -- and the fact that it is
easily accessible from www.debian.org).  I am slowly working on
creating a similar page for Emacs--should this essentially link to the
Emacs TODO ?  And will try to put it up at a conspicuous website like
http://www.emacs.org.)

In the meanwhile, i had to do a lot of juggling to locate the TODO
file for emacs on my unix-box.  

[1] I was thinking that just as C-h C-n displays news, C-h C-t ought to
display this TODO page..   easy accessibility means: more people read
this.. means: more people contribute. 

[2] I was wondering if it would make sense to include something like
this at the beginning of TODO file--->

"Your interest in helping accomplish any of the following is very
welcome, please inform emacs-devel@gnu.org of what you are working
on.  That will help us make the best use of your efforts efforts and
avoid duplication of work--->"


[3] once again, i was really impressed by the way debian classifies
packages as
'up-for-adoption'/obsolete/orphaned/being-worked-upon-and-need-help
etc.

and was wondering if TODO can include more such info or weblink or an
info-link to some file called PACKAGES or some such.
