Subject: inappropriate mouse-drag-indication

(something that doesn't really bother me, since i never use those
'pointing-devices'.. but noticed it, thought will report..) --->

Start Emacs 21, and take the mouse over to the mode-line, the
mouse-cursor changes to indicate 'draggability'... so try dragging
it.. Surprise.. nothing happens. It does not drag because no other
buffer (including minibuffer) is active.. Perhaps Emacs could refrain
from showing the 'drag-me' sign when there's only one active buffer..
