Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
Reported this bug about 2 months ago but it is still unresolved. When
entering Latin 9 umlaut special characters in X, examples ö, ä, ï, ü,
the emacs parsing in X is incorrect and renders a Czech s. This is
definitely an emacs bug because:
1. it occurs identically when starting emacs with the -q switch
2. it always occurs in the same way
3. it does NOT occur in xemacs or other X applications loaded
simultaneously with emacs in other X consoles on the same machine.

Did you see that in Emacs 21.2 or in the CVS version? The former is
unlikely to get non-trivial changes, even if reported 2 months ago.
Also, please tell how exactly did you type the Latin-9 characters.

Please go to one of those characters and type "C-u C-x =". I believe
you will see that it's a Latin-9 character, not a Latin-2 character.
Latin-9 replaces the diaeresis character (whose Latin-1 code is 168
decimal) with a ``s with caron'', which is what you see, I believe.

What happens if you type that key twice in a row?

I just get a message in the status line (emacsian ??) saying:
dead-diaresis not defined

Unicode? Do you have some optional feature turned on? Does your
system have its keyboard set to UTF-8 mode or something? Does the
whole problem happen in "emacs -q --no-site-file"?

-q --no-site-file
tried š and, as you can again see, š š š , get exactly the same visual result
but with different outcome of C-u C-x = :

That's what I'd expect in the Latin-9 language environment. Latin-9
doesn't have a single diaeresis character, so you can't have it.
