Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
 
When running under cygwin (and possibly other systems), every time
you change directories with dired, the program is very slow.  You can
fix this
by customizing the option Dired Free Space Program to none; the delay
goes away.  You have to set it to none even though it shows the value
is already none.   You can change it for the current session and it
fixes the problem.  If you try to apply the change for future sessions,
it never works.  In other words you have to do this every time you run
the
program to get rid of the delays in changing directories under dired.
