I am posting this for someone else at his request.  He saw the problems
in Emacs 23 and requested that I check Emacs 24 and file a bug if the
problems are still present.  They are.
 
1. In `timer-activate', arg IDLE is not described at all.
2. In both functions, "the meaning of REUSE-CELL is quite mysterious".
 

In GNU Emacs 24.0.50.1 (i386-mingw-nt5.1.2600)
 of 2011-05-31 on 3249CTO
Windowing system distributor `Microsoft Corp.', version 5.1.2600
configured using `configure --with-gcc (4.5) --no-opt --cflags
-Ic:/build/include'

Looks like an oversight; I've removed this argument.
