The purpose of quotes in Texinfo output is to make semantic distinctions. In other words, to show what kind of role that text plays in the program being documented. Texinfo has many constructs for semantic markup. Some of these constructs display quotes, in some output formats, to distinguish them from other constructs. Since those distinctions are important to help users understand the documentation, changes in the design of these distinctions ought to be made by Texinfo experts as part of the Texinfo package.
