Hi, I have upgraded to emacs 22.1 for windows and I have found that the
file name completion on write file and find file (i.e. hit tab and it
completes the name, or lists the possible ones, like linux bash) no
longer works. Has this been deliberately removed? Maybe it is a bug.

It wasn't removed, and will never be removed. It works for me.

Does it happen in "emacs -Q"?

Thanks for the report, anyway.
