In emacs-version "22.0.50.1" Not only is
(setq diff-default-read-only t); broken, no effect
But also one cannot do
(setq diff-mode-hook (function (lambda()(toggle-read-only 1))))
(like one can do for compilation-mode-hook), as it is called too early.

This has been fixed on June 6th, please update your snapshot.
Also note that "22.0.50.1" is a generic version number for the
development version of Emacs, it doesn't actually tell us much about the
Emacs version you're using, so please use M-x report-emacs-bug and don't
elide anything from the generated mail buffer.
