Just use "M-x report-emacs-bug RET", it will do the right thing for
you automatically.

(This assumes that you succeeded to build a working Emacs binary.  If
not, use some other mailer to send messages to emacs-devel@gnu.org or
emacs-pretest-bug@gnu.org.)
