This change can't be due to Emacs 21.4, because the only change
was a fix for a security bug. That has no effect on handling X events.
The changed behavior must be due to a difference in some library Emacs
is linked with. An X library, I would guess, since the problem
involves X.
I suggest that you investigate that possibility.
