Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
I would like to propose that the Emacs support Wheel mouses by default.
It's unintuitive to open X-editor, which does not enable Mouse wheel
without an explicit command.
The mwheel.el load could be arranged dynamically so that:
1) if mouse-wheel even is received
2) and mwheel is not loaded
=> load mwheel and enable mouse wheel
So, those users that have wheel mouse would take advantage of
it. Those who do not have, then mwheel is not loaded, because
mouse-wheel event is never sent.

`mouse-wheel-mode' is already enabled by default in the development
version of Emacs (which will be release as Emacs 21.4 someday).
