This bug report will be sent to the Free Software Foundation,
not to your local site managers!
Please write in English, because the Emacs maintainers do not have
translators to read other languages for them.
Your bug report will be posted to the bug-gnu-emacs@gnu.org mailing list,
and to the gnu.emacs.bug news group.
In GNU Emacs 21.2.1 (i386-debian-linux-gnu, X toolkit, Xaw3d scroll bars)

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
I use SVGATextMode to get a 100x30 text-mode with a block-cursor.
But when I switch to another console after I have started emacs,
I get a "underline"-cursor. On every console. I can restore the
block-cursor by just running SVGATextMode, but when I switch again
between the consoles I will get the same "underline"-cursor on all
consoles. Only emacs has it's block-cursor all the time, but still
the console it ran on will get a "underline"-cursor after emacs is
ended.
