Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I have a bunch of related C files which contain static functions, and
some of the functions in different files have the same name.

This is confusing enough for humans, and I'd rather the original
author of the code hadn't done it, but it's a disaster when I try to
use find-tag: if I ask for find-tag in one file, and there's a static
function of the right name in that file, I still get presented witht
the definition in some other file.

I think the best approach would be for find-tag to always choose the
"nearest" available version of a tag, for some suitable definition of
"near".  For instance, the currently visited file should always be
nearer than any other file; files in the same directory might be
nearer than files in another directory; etc.
