Happens every time in my version. I just tried this, and I think it is a feature of the menu bar. This click seems to activate the menu bar, so that dragging the mouse across it brings the menus up. Another click on the menu bar area deactivates it, it seems. Whether this feature is really a good idea, I don't know. I also don't know how to turn it off--but an X toolkit wizard might know.
