On new test.py buffer enter hello = 'hello'

M-x python3 RET  (C-c !) starts a python 3 interpreter:

Upon execute buffer (C-c C-c) in python interpreter:

There is no "M-x python3" command in the python.el that comes with
Emacs, and nothing is bound to C-c ! in python buffers.

Looks like you are using a different python mode to the one that comes
with Emacs, so you should report this issue to whoever maintains that
python mode, rather than here.
