Severity: wishlist leuven-theme.el is shipped with Emacs, but its sibling theme leuven-dark-theme.el is not. Is there any reason not to add leuven-dark-theme.el to Emacs? https://github.com/fniessen/emacs-leuven-theme/blob/master/lisp/leuven-dark-theme.el

I couldn't find one, so I have opened this issue: https://github.com/fniessen/emacs-leuven-theme/issues/92

Fabrice has confirmed that it is fine to include this theme in Emacs: https://github.com/fniessen/emacs-leuven-theme/issues/92 So I've now done that (commit 7728f493cd).
