My proposal is to name the menu item "CUA Mode (without C-x/C-c/C-v)" and the tooltip "Enable CUA Mode without setting C-x/C-c/C-v keys". Not sure that the proposal is very good, but it's what I can think of. At the very least it's better than the incorrect text we have now.
