The goal is to download GNU Emacs V24 for Windows precompiled.

Start by going here: https://www.gnu.org/software/emacs/

Clicking on: https://www.gnu.org/software/emacs/#Obtaining

Clicking on the link to the download site: http://ftp.gnu.org/pub/gnu/emacs/

Clicking: http://ftp.gnu.org/pub/gnu/emacs/windows/

This location only provides v 23.

Someone told me I was going to the wrong place, that I should go here instead:

No, it has 24 as well, since June.
Maybe you are somehow looking at a very stale cached version?
Or a broken mirror site?

That is exactly the same location on the server.

It looks fine now. Before it said quite clearly Emacs 23.1 and didn't
have 24 in there.
