Well, I certainly would support the idea of using -enable-locallisppath='%emacs_dir%/../site-lisp:%emacs_dir%/share/emacs/@VER@/site-lisp:%emacs_dir%/share/emacs/site-lisp' to build the "official" Windows binary.
