OTOH, this explicitly refers to ttys. What does

  emacs -Q -f server-start
  emacsclient -c -n somefile

do in a GUI emacs on GNU/Linux? Does it create a new frame or not?
(I'm assuming "emacsclient -c -n" without a file arg creates one.)
