bug#42303: 28.0.50; no mention of undo-amalgamate-change-group in manual

I've asked about exactly this feature on Reddit and got responses
mentioning this function. It works for me, but there's no mention of it
in the manual. Grepping over Emacs source code shows no presence of this
command in any .texi file.
