The DESCRIPTION arg to `custom-buffer-create-internal' (recently renamed
_DESCRIPTION here, but not elsewhere, e.g., `custom-buffer-create') is
no longer used.  Nevertheless, it is still passed to the function by
callers, in particular, by `customize-group'.
 
The text " for group " is passed, to be inserted in the Customize
buffer.  But it is no longer inserted.
 
It seems that someone made some changes but didn't finish the job or
clean up properly, leaving by unclear code.

In GNU Emacs 24.0.92.1 (i386-mingw-nt5.1.2600) of 2012-01-16 on MARVIN
