This has apparently been in place since Emacs 23, so I suppose many users are not shocked by it now. As I say, this doesn't bother me, when I use my setup. I'd be surprised if it doesn't bother some other users, but I could be wrong. It surprised me completely - seemed wildly intrusive and inappropriate. But then, that can happen with DWIM: one person's WIM can be another person's WTF?.
